Translucence Commit Stream- fix css to allow headers to show correctly for child themes

- move translucence_slider_header to functions-plugins.php

- move boom_header_image to functions.php.
- add css to hid the wp-stats smiley.
- update options-css to force all links to be link color.
- refine code to make easier to read
- refine togglelinks border and background color
